The monster wearing a prisoner shirt makes me think that mages sent to Uvral might be forsibly remade into magic tools/monsters associated with them
Honestly that seems the most likely, i'd be surprised if it isn't the case

Some interesting things going on with the magic tools this chapter.

The first would be Belator's suspicious insistence that the boots be buried. This serves as evidence for the "magic tools are dead mages" theory, which I personally believe in strongly.

The second is Gheer's magic tool monster; more specifically, why it came out, and what it said. It wears a striped prison uniform, and says "caught red handed... You're all under arrest!" when it comes out. Curiously, this happens immediately after Gheer tells Belator that he took the boots. Were the boots listening?

My current theory is that magic tools are the remains of mages, with the monsters being a manifestation of the things a mage harbors resentment towards, plus their magic. Perhaps the mage the earth manipulation boots came from was a thief – explaining the prison uniform – and was placed under arrest by the Bureau. So, the boots monster is obsessed with placing thieves under arrest, and is triggered by it hearing about Gheer's stealing of the boots.

Remember the lock monster? It kept saying "no running in the halls," "no speaking," and "do as you are told" – perhaps a lock mage had an uptight upbringing, as suggested by its fancy and high-class dress. Miramira might have triggered it when she broke her lock, angering the monster in the lock that is obsessed with overbearing control.

This is interesting, because in the pre-serialization oneshot Meririrarariri, magic wasn't as straightforward as it is now; it had to do with emotion and calmness.
