Cathié becoming an orphan was not on my bingo card; really, though, I should have expected this.
Is Nona planting that needle as a listening device, through, um, I don't know, detecting vibrations? Is the needle just there to give Miramira some back-up firepower? How does she track this needle anyway? Now that I think about it, we have not really seen how Altoare works without thread.

I wonder what mages did to justify establishing this level of governmental overreach.
That's kinda what they do in warhammer, but there magic energy comes from space hell, and an unsanctioned one is an easy target for demonic posession, for example. Being a second too slow on the trigger might mean a start of a demonic invasion. And these mages so far don't look anything like that. They can be reasoned with, and power doesn't come with endless wisper from beyound. So why?

My guess...Power. The mages didn't do anything wrong. The government just wants to increase their power and rule the world.
We've seen those magic tools of theirs, and the way they round up witches and the likes, we can infer that they are capturing them so that they can extract them and use their powers for themselves.

I'm guessing that Nona can sense whatever is surrounding the needle. That would explain a lot of things and this manga tends to get quite creative with magic. Needles have eyes, right? 👀

That is true, but It doesn't explain other things. When you want to catch all the mages, you incentivize normal people to snitch on them and don't nonchalantly reveal that they can and will be shot for any reason. Even SS acted with more subtlety. That's like Khmer Rogue or african warlord -tier shit in the decorations of early 1900-s Europe.
What I also wonder is how people managed to gain an upper hand over mages, since even haircomb magic can be utilized in a way to cause mass destruction.
My theory is that the inner circle of the acting government is made of mages who trickle down knowlege to eradicate possible opposition by using humans, and the rebel mages have a conflict of interest with them and want that pie for themselves.
Well the magic in this manga seems specific but also open to interpretation and Nona has been consistently good at interpreting
