I thought something was wrong, if I remember it right the ash chamber got this book from one its member that fake loli charmed, so she was absolutely sure it couldn't be a trap, then is revealed that who gave it to her was likely tricked into doing so, thinking the book would help her, then MC revealed how the book is the trap as if a investigation started and they found the book in her hands she would be associated to the crimes.
But now we discover the info in the book would require a expert to translate and it have no usable information.
And now the book is revealed to be sentient, able to slowly trick the reader into doing their will (Harry Potter inspiration here), is not a throwaway fake ledger.
It seems to be getting overcomplicated.
Pretty much everything they came up with was speculation.

If I remember the novel right it was originally used to give Congreve orders, assumedly he had some way to translate the elvish be it a key, the messages encoding themselves after he recieved the orders, or he took the time to learn it. Then the people behind Congreve became aware of the Bookstore Owner, and how much of a problem he is, and used the book to as a locator beacon, thinking because he's been a problem for them that it wouldn't be as easy as walking up to and into his store. They are a group that does the whole "plans on plans" thing so I don't remember if the orders came down to Congreve to let the book go, or if this was a back up plan that happened to work out, Mr. Red Sword noticed, and decided to capitalize on the newly gained information.

It is the same book they were referring to when Kira reached out to Mr. Lin a while ago, needing translating. Everything they say the book is or could be is just speculation on their part. They are making a series of incorrect assumptions based on incomplete information.

Ah, so it was simply MC speculating that the book was normal fake ledger and a trap, I imagine it was so that the story moved to make them bring it to him and otherway they would have simply examinated it themselves and got nothing or ended up with mental corruption.
Well, a book made by human flesh of multiple victims would still give them trouble if the public order people found it in their possession.

Bingo. Though depending on the laws of this world law enforcement might not care. Owning products made of human skin isn't illegal IRL. Weird and morally questionable depending on the item but still legal. Acquiring human skin to be made into something is where it gets a little dicey.
