Honestly, I think it's rather perceptive of Makibaand refreshingly direct, too. The fact that Fuyuko said she wanted it to be just the two of them is a clear (if not explicit) indication of her feelings, so it makez pragmatic sense to confess as soon as possible rather than wait even a bit and risk misunderstandings or drama or what have you.
