I think you might be mixing up Rinka with Sumika. Rinka doesn't make a meaningful appearance in the manga until Chapter 8 (lightly roasting Makiba after arriving with him as an extension of discussion about whether he has any charm). She's been the least vocal member of the OshimiMamoriTai squad for the entire run of the series; her part in its founding pact was the "don't interfere." She stans Fuyuko, and wanting to see her bittersweet teen romance take shape is a separate matter from making the jump to "Makiba is dating my oshi and that means I can't watch over her struggling with being in love anymore, and more importantly I didn't get to see the pivotal moment."

Also it's clearly continuing the bit rather than a serious take — being quietly aggro toward Makiba in particular has been part of her character for a good long while (see Chapter 21 and Chapter 24 for examples), and this was her last contribution to the Ookgami/Makiba discourse before this chapter. However seriously we take the emotional context of it, she's always been a Fuyuko stan first and a shipper second.
