That's only creepy if a guy does it, duh. But more seriously, something like that is... selectively creepy. It's not a good idea to kiss someone out of nowhere because you should err on the side of caution under the assumption that they won't like it, but some people might appreciate the assertiveness if it's not pressed past the point shown here. Right here it's a "This is what I'm talking about, don't misunderstand it, the ball is in your court now" I guess? Again, that's already too much for maybe most people even, but hell we all know what this series is about. The girl is not going to hate it, and it's up to her whether this was creepy or not.

I get it from the perspective of her having never felt this way before, therefore probably also not knowing how to express those feelings in an eloquent and non-direct manner, but yeah, that's risky business. Doubly so considering she explicitly said "I can't fall in love with you."
