It's Japan. Their culture is different and it is stuck in their head. So many unwritten rules you are supposed to follow even if it doesn't make sense. It looks like it gets better but it still isn't enough yet. It is understandable why it is how it is being in a city with so many people, it is bound to happen way more rules than it should be. Aside that ,if those kids get hunted publicly it would rather be a problem of the Society than the kids. Those were no "problematical" pose and even the elderly/adults did stuff, that the children are doing now. This woman isn't logical, she's stuck in the rules mindset, which doesn't give her any room for negotiation. Her pride doesn't let her, best would be to attack her pride, which Yautja mentioned. Her logic is flawed and represents only one perspective, the adults, better yet, the old mindset.
