The issue is that he's dumb but for some reason has no consequences...

Like, either make him understand he's OP... or allow his existence to cause too much damage... like, he ruins the ecosystem from doing too many quests and by doing all the low level quests, all the lower and younger adventurers don't have work or his free help puts too many people out of business or he makes researchers quit...
