I think she wanted to, but seeing him back off and request to forget about that day made her stop. She all but made it clear that she was into him, and that he has to decide at some point.
But she's also not going to force something if he's still uncomfortable with taking the step towards a relationship.
I honestly thought she didn't do badly there.
I do of course agree that it isn't any gender's "job" to confess, but I also think that forcing the issue when one of them is visibly afraid to take the step isn't constructive either. She's letting him off the hook not because she wants him to confess, she's doing it because the chicken MC is too scared.

And yes I do blame the author- why even put a second, much superior!, love interest in the story, if she serves zero purpose and just here to get rejected. There's no triangle and no drama, it's just fucking weird and strange... because I'd rather read a series about her.
She was testing the ground. Not even testing, she's outright saying "Hey I want to suck you off, are you okay with that? I am dead serious", and he hits her with "naaah bro I am good". Crazy but people DON'T want to get rejected and feel pain. She did everything and even more. It's not a subtle clue you can somehow miss, it's not "huh she's just friendly", it's an open invitation to date. Giant illuminated runway leading right into her pussy. You must be blind and deaf to not understand what's going on.

It's a little itchy when you watch someone miss such an easy lay-up. But this is an important moment for the characters. She took a step to be brave, and he chickened out. He probably lost his friendship, too. And now he has to learn from it and grow.
It wasn't meant to be, team.
If you think about it, everyone in this story is a failhead. Girl who can't pass high school because of liberal arts classes. Guy who was and still is a shy loner. Girl who is failing art school because she just wants to make anime smut. etc, etc.

I'd like to offer a different perspective than all of the angry apes throwing shit at each other in this comment section.
First of all, I too am disappointed in Saraki, but not because he "fumbled". What y'all need to understand is that HE DOESN'T LIKE HER IN A ROMANTIC SENSE, at least not yet. I mean, he JUST realized how cute she is, and all of a sudden hes in love with her? That's not how that works! And even if he was in love with her, why would he immediately confess? Im willing to bet not a single one of yall who are calling him a coward would have to courage to confess to a friend AS SOON as you start to like them, and why would you? That'd be incredibly stupid!!
"Oh but she's throwing herself at him!", she's not, and if you look closely, you'll see she's actually doing the opposite. She's pressuring him and, in my opinion, acting much more cowardly than he is. She's getting in his face, asking him questions like "why did you call me cute?" and "do you like me?" and then getting angry when he pulls himself back together and draws a line in their relationship, all the while not making things clear on her end and even threatening their friendship by implying (or at least trying to, I dont think he got the message) that if they don't grow closer together (by means of forming an actual romantic relationship), they might grow apart instead. Like, girl, why should HE be burdened by YOUR anxieties? YOU should confess even if with the possibility of rejection, don't try to coerce him into liking you just because you're too afraid to confess.
