I think they meant more rights than the beastmen have already but its still a really weird sentiment.

I mean, I can somewhat get the critique on the populist policy likr a tax cut on what I presume is tobacco and alcohol, but voting for someone that will help you obtain equal rights is not a flaw of democracy, but rather the intended benefit of societal progress brought on the will of the populace.

What does it matter to beastmen what fiscal, domestic and international policies the candidates have if they're still going to be treated like dirt regardless?

No, the problem of democracy is that politicians promise anything and everything during the election campaign, but then, at best do nothing of what they promise, and at worse makes things even worse.

It's more about ethnic voting blocs. The reality of an ethnic voting bloc is it will never stop at "equality". The historical reality of every diverse imperial or otherwise state is that every influence bloc is always advocating for a position that will ensure their dominance or, if less cunning, more rewards from other factions (and almost always at the expense of the majority group or another group which is deemed a safe or necessary target of extraction). It's why such entities are almost always destroyed by a sovereign competitor, and also why we often see extremely ugly targeted-riots in post-colonial countries or from peasant rebellions where they go and massacre one of these influence blocs (Dutch clothmakers in England or Tocharians in China).

We all like cat-girl beastmen, but the reality is much less kind and cute. Although, what's interesting is the beastmen do have an independent village, but many would rather operate in the Japanese (and apparently American?) world. Pen-Pen is the funniest example of this.
