did we read the same chapter...? in what way is this him "kissing other girls"? i won't go as far as other people have to say that she's assaulting him, but the kiss with ushigome clearly made him confused and uncomfortable and takae taking advantage of that is not on him in the slightest. sure you could say that he could reject her, but we all know how mild-mannered he is and he sees takae as a friend and is probably worried about offending her.
