Kujaku might be fun to be friends with, but let's remember that back when she asked him out she was far less considerate and friendly. I mean, she literally made a point of personally going out of her way to taunt Saotome's friends and gloat about how she'll be the one to win him over. Sure, he doesn't know that it had happened, but it really was a dick move. Same with her immediately deciding to use his sympathy after rejection to rope him into the student council election plotline.
Kujaku burned her chances fast and is genuinely oblivious to the fact that she goofed up.

If the manga was called instead 'Gyaru JK Kujaku-chan', you would have your chance, Prez, but alas...
Also, let's take a moment to appreciate how Misuzu is the almost nonexistent girl of the cast:
-No known goals or ambitions
-No interest in Saotome (this one isn't important)
-Doesn't get solo chapters
-Ignored by Kujaku while she questioned both Kijitani and Inukai
She's basically 'Inukai's friend who has a perpetual V smile' and that's it.

I guess someone reminded the author that his quickly forgotten second batch of characters existed. So he made sure to stick them all in one chapter so he can go back to forgetting about them all for another 20 chapters.
There is actually one more character that it seemed like was being built up to be another option--the nice and helpful girl at the last inter-school fashion competition. But then...nothing. I wonder what the deal is with that. Author was angling to add yet another hopeless character but then his editor said "that's enough please"?
