While I cant say for certain I think any island nation has it at the forefront of their collective mind.

@NGOtaku Muscle density is somewhere a tad over 1 kg/l, which puts it a tiny bit over water. But even at higher muscle mass and low bf% you can float by yourself if you manage the air in your lungs, as your body in total is less dense than water, pretty much no matter what. You just have to manage your posture.

But of you're either fat or in salt water, you actually have to spend effort so sink well.
