I do agree with you (to a degree), but she is the one who puts the most (conscious) effort.
While the other girls are either in denial, hoping for miracle or doing roundabouts approach, Takae is working on Hodaka in somewhat effective way. I mean, the talk on the beach made him pause and think about the girls flocking around him. That was quite the achievement in rom-com manga.
