is just quite honestly on a different plane of existence of power.
Shes had free reign forever, never had anyone at her level and thus never been challenged.
So think of her as a child playing around with ants, she literally doesn't know any better.
She's an idiot, so to speak.
Lufasu eventually rises to her level and "disciplines" her.

She just wants to make everyone happy. Unfortunately, she's not very bright so she kind of flails about on how to manage it. At first she tried granting everyone's wishes all the time, but they just got spoiled and upset about stuff that less fortunate people would be ecstatic to have. Then one day she was taking a walk on Earth, which she had left alone when she made her new world, and found a poor girl happy to get a simple meal and decided the best way to make people happy was to have them be unhappy first. As a result whenever the world has been at peace long enough that they stop appreciating it, she has another threat show up, drive people to the brink, and then get "defeated" by a summoned hero who always apparently does a double KO with the big bad(Always, as Pollux says, the same person who takes a dive in such a way that he takes the hero with him).

She's actually quite kind , it's just that there are being capable of destroying the world and she has to manage that without being able to actually interfere directly (meaning taking action herself, cause that would destroy the world too, so she acts by proxy)

You already been given plenty of answers by @Raydnt and @namingwrongs the only thing that they don't mentioned is that she not original god. It a twist that will come out only in the end. She, like Lufasu, is born as an anomaly but much worse. She challenge the thing that was original god and destroyed it. After that she take it place but not suitable for this job that resulted in multiple failures.
