It was definitely a reference to Nanoha....maybe not in the novel, but the manga clearly does.

And it's not the only one, this blade and the rest of the equipment is full of references to various other series. Someone really had fun with this one.

The weapon's full capabilities are probably going to be kept secret along with its origin. It's probably best she doesn't start hawking the design around, the main reason she patented the other stuff was because people could see her use them and copy it. In the case of the cartridges, it's not so obvious or replicable.
