You found someone who knows the laws. Remember "legal" does NOT mean "moral" or "socially acceptable". In this case I'd argue that since they were already in HS when their parents married that they never actually had a real sibling relationship so it really shouldn't be considered icky. If it had been elementary school then, yeah. That's kinda gross.
