Surprisingly, the oracle is correct. Van is actually the pieces of Zakkart destroyed soul that Rodcorte reassemble with other soul and sent back to the reincarnation cycle to be "washed" clean (also the reason why his vessel for skill and magic is so big, since it's not just from 1 soul but multiple souls). All so that the "perfect" system of his have no deviation.
It is also the reason he reject the gods of Lamba plea to sent in reincarnation the first time because he will need to take out soul from the system to sent it to Lamda, resulting in minor (he read it as big) error since there is not enough soul, angering the gods to the point they do it themself and stole some soul from him. Ironically, this time he sent the reincarnator himself without being asked and that made the other gods even more mad. In an even more ironic twist, the reason he had to reincarnate people is because the uncontrolled summoning (since they don't know anything about the other world culture and tech) made the summoned wreak havoc, advancing the tech so fast that the gods got scared, leading to Alda cracking down on any Hero relic and tech, even the one that developed there independently by the native with no influence from the hero at all. Hence, slow and stagnant world with souls that couldn't developt. If only he agree to them in the first place and actually managing the process, he didn't have to do it the second time with so many unknown factors.

Rodcorte is an Apathic perfectionist that doesn't understand how relationship works (surprising for someone who deals with soul management). This whole mess happening right now started when Lambda is engulfed in a war that is called the Demon King War. The gods are on a loosing ground, so the god of space suggest summoning hero from another world. They asked Rodcorte for help, asking permission and to facilitate the summoning, but he refused cause he doesn't want any imperfection in his system, resulting in what i explained on my second spoiler in my previous comment.

The gods of Lambda doesn't deal with souls, Rodcorte does and he manages souls from different worlds. Not knowing the procedure or from where the soul came from, they just summon souls from the system as they need without care what will happen to the system or Lambda since they think all mortal is the same (Hence why i say uncontrolled summoning). If only that Rodcorte agree and facilitate the summoning, from choosing the suitable soul to limiting what the summoned could do, this whole debacle with Van wouldn't have to happen... The only reason why he need to do this now is because the soul coming from Lambda is undeveloped. How developed a soul is important (according to Rodcorte, forgot the reason why), and how advanced the world from which the soul came from affect how developed the soul is since the soul could experience many more things in a more developed world then not. Hence why he is now trying to seed Lambda with reincarnator.
Continuing to your first statement about the spoiler
No, Van, or in this context, Zakkart and the other summoned heroes is from Japan. They got summoned by the Gods in Lambda but later on killed and have their soul shattered into pieces. Rodcorte then collects the pieces and meld it into one big soul without care about which pieces belongs to which, and that is Amamiya Hiroto a.k.a. Vandaelu (hope i spell his name correctly). Hence why his vessel is so massive.
Yup, pretty much. If i remember it correctly, cause of the size of his vessel, it can't be filled with a normal person worth of destiny, so the leftover space is empty leading to misfortune like his life as subject 0, just toned down. As for why his current life in Lambda is relatively happy, it's better for you to find out yourself by continue reading the story since it is a plot heavy subjectWait wait wait... sooooo... they're originally from Japan, got summoned to deal with the demon king and afterwards everything we know happened.
