Portraying the "Competent Federation strategist" as a Beira look-alike is wild for so many reasons, not least of which is the fact that although the purges by Stalin had them initially start with a feet sawed off, already by mid-war it was evident that the Soviet pool of talented generals was not inferior to the Germans in any regard. Individuals like Alexei Antonov and Boris Shaposhnikov who excelled in administering and coordinating the armies, or all-rounders like Vasilevsky, Rokosovsky, Chernyakhovsky, Vatutin, Georgy Zakharov or Filipp Golikov (notice how I didn't even fell the need to bring Zhukov up).
So the TLDR is, the Federation should have access to a solid cadre of leaders that are not the worst monster to ever wear a human skin.

I think you're digging too deep. Tanya isn't saying the Federation doesn't have competent generals, she's just saying that "if there are enough of them, they'll understand."
