You could say that about any story trope if you wanna be that cynical, but I want to believe that authors aren't completely soulless automatons who create stories solely to be paid. Even if the author was instructed to add characters to pad the run time, they settled on that particular character because they find something funny about the archetype and figured they could make good jokes with it, even though I disagree with them on that
