Ah the joys of British politics. Especially back in those days it would be practically impossible to pass a law that didn't have some kind of benefit to the rich. Even now, if you wanted to make a change to the law here, you would have to ; get elected in your constituency, propose it to your party, have the party accept putting it forwards, propose it to the House of Commons, have a majority of elected MPs from various political parties there support it, then propose it to the House of Lords (a governing body above the House of Commons comprised of unelected ex-MPs, nobility and landed gentry), have them accept the proposal, and then (at least in those days before they were just a figurehead with no authority) take it to the ruler of the country and have them give the O.K.
This country is ridiculous.
