It’s been explained quite often:
1. Level doesn't always equate to strength.
2. His ability is weakened due to his 'fool' title. He’d be much more powerful if not for that title.

While I do agree that 5000 years for only that strength is ridiculous, in the beginning, he was that much of a weakling to begin with.
