Before 3 months: No go. Unless we have the explicit permission from the previous group and they're dropping it.
3 months to 4 months: Even thought the time has "technically" ran out, we will still try contacting the group to make sure they have 100% dropped it. Common courtesy I feel, just in case the group has ran into issues.
After 4 months: Fair game!
