If you're actually asking, go back and re-read what the Church is (really) like. That should tell you why they're making her dress that way.

Likely an excuse for the artist to render her character in that fashion, sure. But internally there's precedent for it.

So I can see there tactical advantage to this style because cloth doesn't really get in the way and it's simpler to produce as they are at war of attrition. They both have spec boosts that push them past human limits. It could also be that they are remnants as we know neither is of high birth.

Theologically, it doesn't seem to be that this church is puritan based, which would explain the clothes. We also haven't seen any other nuns of this church.
