Well, it's not like both can't be managed. Archdemon's dilemma does it pretty well. "I have to figure out what kind of wedding ring to make my wife but I suddenly a war?" That kinda stuff but that story has constant progression with a bunch of different relationships and different kinds of relationships which is a big improvement. For this story, there isn't much development of relationships aside from romance, just light bits of friendship. If romance is all you're doing, you either have to just keep going step by step like the Angel next door or you have to stall so you don't have to write scenes of the leads bathing together. This author chooses to stall using other relationships that are themselves stalled and not strongly linked together like in Archdemon's.
