If you are talking about 休載のおしらせ (notification of suspension) located just under the 1st chapter, it was a notification for previous suspension; "Next update will be in Aug 7" was written in that notification - which was already in the past.

I think the fountain is correct, no one puts a herb garden in the middle of a city, a park around a castle maybe, but otherwise, the middle of the city would be center square of commerce. Quite a wasteful place to put a herb garden
