So, someone found a letter between the pages of an older book and, annoyed by it, moved it into another, random book? I guess that could happen if it was a person who doesn't want to deal with anything extra in their life, including talking to strangers (library staff) any more than necessary. However, it seems more plausible the dude still keeps visiting, inserting the letters into books on the shelves for a reason only he would understand. He doesn't need to borrow books for that.

Indeed, and they are only monitoring his movements thru his account so there's a blind spot the dude can use. It's very methodical if nobody outside the library have complained about it. Seriously, finding one will definitely make someone not bother alerting the library staff but finding two or more would have made someone complain about it.
We can go even deeper with the condition of the letter. If it was repeatedly moved around to different books, it should have suffered some wear and tear already but if it's not the case, then the dude is still going to library and planting letters and such. Sadly, I don't think we will need to go further than that when he already caught our boi's interest.

Issue is that she didn't actually reject him or anything... and he's in a very public place (not private) and isn't going too far...
He hasn't actually done anything to her other than have basic normal conversation.... the issue is that she and everyone else knows what he's thinking....

The stalker has good taste. Tbf maybe calling him a stalker isn't that right. Obviously he's interested in her but didn't have the courage to express it. He also at the very least just disturbed her at the library. And leave peacefully after confronted by Shirai (who wouldn't lol, just look at that guy).
She might not have bodacious body but her type looks like she is delicious to tease and kabedon. She would probably have the sweetest moan when you nibble her ears.
