Was that established at some point (that the dog speaks multiple languages)? Because in Chap 44, it's established that during the first conversation, when Rin's also doing the overly-punctuated speech, nobody actually knows what he's saying aside from the MC because it's not speaking human language. So it's not like he speaks fluently in dog language, to show some kind of difference between using dog+human languages. It seems to me like the dog only speaks one language, even if it can understand beast+human.

I assumed the punctuation was just because it's not actually a dog, so even if it's using a canine language (as implied by Khema barking at it) it's not good at it either. There's also the bit about Meat failing to negotiate with him because she doesn't understand most of what it's saying (because she's not 100% fluent in beast language), which wouldn't make much sense if he was speaking human.
Rin is intelligent enough that he can speak some kind of wolf language, the human language, and later as we find out many languages. The wolf language seems to be different enough that Niku, a dog beastkin, can only make out every other word. The initial conversion in chapter 44, from Rokuko's point of view, seemed that Keima spoke through the messenger golem in human, Rin responded in wolf language, than the auto-translator kicked in for Keima and he also started talking wolf language via barks. Rin speaking in wolf continued until chapter 53. On page 16, Rin speaks to Alca in the human language and if you look at page 17 (the page with The Last Day. The End.) You can make out the phrase It can speak human.

That panel condenses what occurs in the light novel. About how Rin was standing on the ceiling for fun, speaking to Alca in human, then calling her an idiot when he talks to her in one of his many languages, (wolf language?) and she doesn't understand. Alca starts to question reality seeing Rin confidently standing on the ceiling without falling that she begins to wonder if she is the one upside down. The mangaka seems to make fun of this further by adding nonsense text in the background of "The Last Day. The End." (Rin being a highly intelligent monster, him coming from outside the dungeon, being able to speak human, then stuff about wanting to go the onsen, and how comfortable the futons at the inn are.)
