Should have specified somewhere, but this is a doujin of Mahou Shoujo Site/Magical Girl Site. This takes place right after Chapter 54.
If you're wondering about what's happening in the doujin:

Tsuyuno (the blonde) doesn't have very long left to live because using their magical girl powers takes away their lifespan. I don't remember very well but after this they were due to go on a mission of some sort that would most likely require her to use her powers again, using up the last of her lifespan.

Oh and by the way, and the incest part was only revealed volumes later and it turns out they were twins all along. What a twist.
