As far as she sees it, she's guarded by the fact that the heroine doesn't know who she is or how she is supposed to look, so she can spy and gather information directly from the source and still be kept safe.

From what I've seen, both IRL and in manga, "common" sense AIN'T all that common.

Rufus should already done something about this woman, given he has clear evidence of the unknown drug affecting the people consuming them. It's a matter of national security at this point, given the prince has already fallen victim to them. This woman should've been placed at least under house arrest by now, if not outright tried for treason along with her father.
