Nope:

1) drinking age doesn't equal purchase age, so you have countries where you can drink alcohol no matter the age but you can only buy alcohol at X age.
1.1) there are also countries where age depends on the type of alcohol/alcohol content etc.

2) in any case, both (drinking and purchase age) range from "completely unregulated" to "completely banned". If you want to exclude those extremas then it is from 14 to 25; Japan having both at 20.
