Possibly, but right now its being used as a (not very subtle) theme. Cold = lonely, alone, in an empty place. Look at last chapter where she's alone at home watching TV and saying its cold. Isshiki starts this chapter seeing her cold and giving her a hand warmer. She's feeling cold outside the elevator because she feels excluded by Isshiki.
