From the first 2 trials it seems like, you either don't have a choice or if you do you have 0 ideas of the consequences. Chances are the public at large doesn't even know about "sentencing". They see a magical girl turned to stone and think it's a sick joke or "those damn monsters" or something.

Aoi acting as audience surrogate here and directly stating that the sexual harassment for all this is unacceptable. Hopefully he acts on it.

If we want to try and insert a plot to this story, it would be that there were in fact magical girls who went rouge in the past, who then lost and were put on trial. Somewhere along the line the law got twisted and became what we now see in this manga.
