She might not be literally sadistic, but she's a purposeful supporter in a system that forces MGs to be impregnated by monsters; made to orgasm until they (apparently) can never not be constantly aroused again to the point of needing special clothing and supplies to try and not let it be a known-thing whenever they're outside; and that's just off the top of my head that I remember.
The system itself might be the actual "villain" of the story, but Lemon is a willing participant in its operation, and she 100% deserves to face judgment and consequences for her part - whatever may have transpired that has concluded in her being "Defeated and facing Trial".

From my point of view, it feels as though the system doesn't believe a magical girl's body is their own. That their transformation is a "loan" and "damages" require punishment. It would explain why they only care when transformation is on. If it becomes damaged goods, why not just let them be even more damaged to scare everyone else?
