they are a group called amazons (not the real ones mind you) that try to protect female soldiers from being treated like portable hoes but they screwed up because their numbers are inflated and almost no one hires that many mercs at one, those guys at the end of the chapters are normal debt collectors.
note they also mentioned they couldn't really find proof of wrongdoing either, so its sketchy, but with enough cover that people can't really directly call him guilty either.

If the kingdom is lax enough that you can just suddenly be an integral part to the military with some merits, there's gonna be spies galore and what the fuck is stopping him from just... leaving. Worst case he just abandons his currently still unknown crew and moves on and finds a new one, or he could just use all that firepower to flee to another country/kingdom. Having read the WN ahead with MTL, I can clarify some things, some of which aren't spoilers since you can find out from earlier chapters.
This nation has knight orders, which Tistoria is both the Grand Commander for and has her own Knight Order.
This nation also has a regular / national / normal army alongside the Knight Orders, the previous deserters were from that.
Now, some possible spoilers
The country has less than 10 knight orders I believe, and most of them have a few elite fighters / knights, + less skilled fighters, squires and staff, bringing them to less than 100 each. They have different specialities.
But other than if given an order by Tistoria directly or the military through her, they probably have no official authority than what their reputation and such can give them. So eg. they can't just get to a border fort, tell the military to leave and that they'll guard it and then let the enemies in, especially not the MC's group since they're literally under observation all the time.
As for Tistoria's reasoning ... "This group is odd. They're doing something that I couldn't do with the same resources. But they achieved something pretty impressive considering all that, so I think they could benefit the country. If they won't, we'll investigate their crimes (of which there are plentiful evidence for potential and some confirmed usage) and deal with them"
Because, this is literally a pardon and legal protection. "Do what I tell you to do, and I don't care if you use illegal, unethical or criminal methods, as long as you keep it to yourselves and don't affect anyone innocent. "
As one spoiler event mentions
He's able to make "illegal alcohol" . Why is it illegal ? Because this particular brew using a specific type of tree for their barrels and it became near extinct due to it's quality, so they made it illegal to produce it to keep the tree from going extinct. And after using a pretty damn near impossible to think of way to deal with magic that's pretty much a death curse, someone nearby is confirmed to have taken some pretty bad drugs, and while he quickly gets ready to go heal her, a knight commander visiting and Tistoria's aide discuss his ILLEGAL PLANT / DRUG / MEDICINE FIELD that they're currently looking at and the aide mentions that they've kept the nearby area under surveillance, but his knight order has never dealt, sold, pushed or otherwise distributed drugs to anyone else.
To be fair, a lot of the technology he's creating or illegal things he's producing is illegal because it has the potential to be misused by someone with less morals, but he's a goddamn genius researcher in being able to produce a lot of it or recreate something that was lost.

I think it'd be financially difficult for them to move to another country now. He has a company of soldiers (and also maybe some crucial equipment) to transport, feed, shelter, and find jobs for. Everything else would be burned down in his base to avoid other people discovering and making use of his illegal assets, therefore he'd need to rebuild again. He's already in the knight order's radar so moving a large group will also be very conspicuous.

I wasn't upset about nor did I question Tistoria's ability to do as she does. I was upset about how stupid the choice is. The MC's group sprung out of basically nowhere, had a couple merits working darkly and immediately got invited into internal affairs. They could be literally anyone like a foreign spy and it's not clear what their intentions are either. It seems like an insanely big risk to just involve them. Additionally, her threatening the group implies she has the means to threaten them, i.e. can overpower him/them, which we obviously see, Tistoria could cut down the MC at the drop of the hat if she wanted to while they are talking. This further brings into question why you would invite them if they seemingly aren't that strong of an asset, especially considering the unknown background. It's a lose-lose in most scenarios but the very single scenario that the mc's group is loyal and really helpful, which she has absolutely 0 guarantee of.
On the other hand, the MC is equally dumb. The moment he left the immediate vicinity of the castle and Tistoria, he was out of danger. At this moment in time, his crew should be entirely unknown because they wore masks and outfits. He could split with them and just leave the kingdom, rebuild there or heck, meet back up with his crew across the border if he really wanted to. Even if he assumes that he is being followed by assassins or whatever to watch him, after leaving he has full disposal to his army again, which he could use to escape again. Which brings me back to this being really weak characterization because everything that happens relies on both of these characters to just make the worst choices known to man.

Also the way he rewards his subordinates will certainly flag some issues as a knight order member. Part of the ogre and elves payment seems to be fucking them. Is that really gonna fly? I'm not so sure you can really overlook that.

If you could look at the text bubbles and no the other ones in Tistoria's bath scene you realize she has already investigated quite a lot about Gaikaku even before coming to meet Bolic, to the point that she knew there wasn't an increase in crime because of his methods. So while we can assume she avoided risky methods like infiltrating his camp we can assume Tistoria found a talent she liked and is determined to not let him go and that Yan-like look told Gaikaku that he was pretty much done for.

However long it takes to escape and whatever it takes to do so should be on the table. Whether 10 years of service to gain the capital or power to escape her grasp or slowing killing off everyone she trusts and relies on whatever it takes. His personal freedom is more important than whatever Tisoria believes in since they don't share the same values. He values giving low people the ability to rise up whereas Tisoria clearly believes that her overwhelming power makes her actions right. There's no reason on earth to want to be enslaved by Tisoria unless you're simping for her.

The things about the bubbles was a joke if anything and a spoiler regarding the treatment:
He's given a decent plot of land where he grows lots of illegal plants and is doing research in an even better environment than before, more controlled/protected but with better funding and connections like Knight's merchants or blacksmiths
Regarding planning his escape it's possible but a stupid idea, right now escaping means spitting Tistoria in the face which will force the knights to pursue and kill/enslave him, the kingdoms won't let a potential dangerous criminal alone either. All of the previous deter him from escaping and the surprising good treatment keeps him tied to Tistoria.
I don't think it would be easy to just move away quickly. The guy had a lot stuff in this regions, that was:
A mana cannon that using people's mana as its battery. If someone found it, they definitely slap some death convict on it and abuse the hell out of it.
2 huge research building that may keep some of illegal stuffs.
Tens to almost a hundreds personnel that were basically a...society rejects.
So, with all these reasons, I think moving away quickly and find a convenient place for such a large group will caused too much trouble. Not only that, the moment the knight order make a move to investigate his group, they may put a bounty on him if he bail from town. And that just make the next town they have to visit will be less safe for them.
If that happens I'll be extremely disappointed, their relationship is a fun watch, it also strengthens the MC as one of the few men if not the only one that doesn't fall for her.
