no. Even the rate up banner doesn't have a pity limit for the UR unit.
This novel was created before pity system was applied.
This is experienced by early gacha games. Where These premium units are obtained at 0.5% (and all units shared this 0.5%. I think the rate up unit is in doubled probability where if specific unit in the 0.5% is 0.0125%, then the rate up is at 0.025%)

They only appeared in the manga. Im not sure which chapter cuz its been a while. But they're from the flashback arc where Norl and MC goes into a something like a affection event of norl after she felt less useful sometime ago. Those characters are non available for MC right now because they are SR and R characters that are free during tutorials.
