If a dragon girl's dragon form is badass as heck, I read, regardless of is she a loli or not.
For example, there is Veil from Let's Buy and Cultivate the Land in Another World. She has a cute loli form, she is impudent and demanding. Yet, her dragon form, instead of being a cutie like Toothless or someone else like him - is a menacing beast and killing machine.
