Yeah, he might be saying that they still haven’t really “crossed the barrier” if ONLY people with a spiritual sense can see them. Maybe that’s why he isn’t bothered by entities like that skull butler? Especially since it seemed to be talking to his “entourage.” The other side going about its own business isn’t bad (spirits talking to other spirits is fine), but once they start weighing on or touching people without spirit sense, then they’re a real problem?Whatever it is Seto does to exorcise spirits, it relies on these "gaps", the "margins" in definition and categorization, the "holes" in a spirits disguise.
The part about crossing the barrier could simply be about preventing their influence on the real world, ...or it could be worry about something that may happen if a definition manages to be solid enough that there's no gaps.
But I'm probably reading too much into that, and it's just the former.

It could also be related to the way he goes about things, drawing a firm line between natural and supernatural. It makes sense in a way, it’s a dangerous business and he doesn’t have the subtle senses that the others do (Mieruko meanwhile struggles to distinguish the living from the dead…). He needs there to be a gap between the two in order to define which to protect and which to exterminate?
