It's not yet explicitly stated, but I'm confident in stating that yes, she very much likes him romantically (and he very much likes her romantically), and she just has her "own unique way" of living life in the world.
her idea of "romantic liking" might be a bit different from the norm in its presentation, but I bet it's entirely authentic and she's into the idea of dating Kuroki and holding hands and eating gyoza and apparently having sleepovers with him and everything else all that entails.
