I don't think that dude is meant to be an innovator. He's pretty good at applying existing magic, though. There should be a whole lot of work for such a man. Most people in the world don't spend their days trying to come up with something totally new. They apply what's already known the best they can, sometimes doing minor further development and streamlining, and of course adapting to the changing times.

Aren't Mage Corps primary requirement being able to efficiently perform currently available magic. Innovation is a welcome bonus, but shouldn't that 3 news spells be a requirement for Academic/research purposes? He could still be employed as a combat mage albeit with tha caveat they test his flexibility or something. This seems too far fetched.

No, I don't think so.
Because the Mage Corps in this setting is apparently, like you said, the NASA of magic from how Tillnoa described it, it would want the magic equivalent of Ph.D's in it's full-fledged ranks.
A doctorate thesis is significant and original research, so this organization is asking for something similar. Like with the cup of water example, it doesn't have to be ground-breaking or overpowered, but simply show that you are capable of some non-linear thinking (like Di just creating new hot water to fill the cup).

Maximillian is skilled, but the most he could be is a Master, not a Professor.
