Well, if he's actually intending to raise her as a proper guardian, it's not really grooming, is it? He can only control his actions and however she feels is however she feels. It's only grooming if he raises her to make her a romantic partner.

Still, I get the concern. Getting intimate with someone you raised is creepy af no matter the circumstances.
