I think that's just her sense of humor, she likes to jokingly flirt. But it could also be how I translated it. On page 4, the literal translation is "We're finally alone together at school, and my people pleaser mode is turned off. I think it'd be okay for you to advance... (in a) story!". With Japanese it's all about context and inference, so she's basically saying that by romcom standards, a boy in his situation would normally advance the relationship. She's not actually telling him to do something.
The other missing context (not mentioned in the manga) is that Minamino reads a lot of light novels, so the joke is that she has skewed expectations.
