There is one who's name he remembered, the lunatic classmate from the earliest chapters that he killed, Tanaka, (see chapter 29 page 13). So if you see a character of some importance who's name Haruka DOES remember, you know what to expect..

Tentacles to take measurements for clothes don't count. He's been making a point to not get physical (in lovemaking sense) with girl classmates, but rather pamper them with clothes, food, and other conveniences. For other girls, they're more of victims of lucky perv moments/harrassment, but far from sex proper.
Girls getting sex ed from his harem doesn't count (e.g. using mushrooms in the mouth for practice, to my recollection from WN - the two versions are pretty close from what I recall, it should be either late in Vol 7 or early in 8 in LN, I believe).

The only confirmed ones where he actually fucks are the dungeon emperors, and he wishes he had a girlfriend ¹. Seriously.
If there's any info that contradicts this, I'd like to ask for the LN's volume, day number, and subtitle of a chapter with an event, where he does fuck any other girl.

In this chapter he mentions in an example (of how a girl he'd be asking out wouldn't give him time of the day upon seeing the concubines behind him) how many girls he's entangled with on pretty much nightly basis. Since it's after this arc, it grew to 3, the one he's in the process of rescuing got added.
