Yup the chastity was a plot point. Though it's in incredibly frustrating one. A hidden term of contract between Keichii and Belldandy was that he would be forcibly purged of all sexual desires towards her. Because something bad happened similarly in the past. And she knew but didn't want to tell him because she didn't want any of that to effect their relationship.

Now think about all the times they have tried to fuck with him / seduce him etc. It was beyond fucked up and during that time, readers went ballistic over it. 5ch (as in JP readership) was in turmoil for weeks. People burning merch, all that jazz. Even /a/ at the time was something. "Belldandy lied, /a/ died" became a foundation meme. It has ended shortly afterwards and left a broken legacy after 48+ volumes.

Huh, I guess the mangaka wanted to explain why nothing happened after all this time for some reason (as if that kind of thing doesn't happen in more series than you can count) and just went with the worst possible choice.
