I don't think the dragons in this world "evolved" at all. I thought it was stated that the various species were created purposefully by the dragon god to work with humans and that's why there's so many different kinds with wildly different abilities.

Dragon Dr. Dolittle is interesting and at least it's not Yet Another menagerie of plain jane western and eastern type dragons. You may not like them but you have to admit the artist is at least trying to do something new.
