Only Cyril can understand them, so most people have no idea what their dragons might be dissatisfied with, and until he came along most of them have been treated as livestock or worse. Improving their food is something universally applicable, and other than the upfront cost of the better food doesn't require any changes to the rest of their operations, like longer rest periods for example.
