Okay, so... there's a justification for doing this, thematically. She's an effective foil to the primary female love interest since she is determined to learn where his boundaries are and then to never, ever cross them, taking his lead in all things, making sure she's well-stocked in hygiene products and so on.
She's going to lose, obviously, since the story wants to make a point about the importance of coming out of your shell, braving the wide world outside of your comfort zone, having a partner who doesn't just accomodate and enable your weakpoints, but allows you to grow beyond them. Allows you to face your fears, instead of simply evading them. When Nakayama cut contact with her in school and isolated himself from her, she ultimately went along with it. That was the path of least resistance for both of them, but the path of least resistance very rarely leads to true happiness. Arata continued to be isolated in school... right up until he met Tamaki.
Tsuzuri's shocked reaction at Arata making friends in school says everything. The fact alone she thought this was impossible for him makes her unworthy of victory. It's not even a proper love triangle at this point. It's clear Tsuzuri is excellent friend material, but if she was gunning for anything more, she's way too late on the draw.
For those familiar with Bloom Into You - she is the Sayaka of this story. Sayaka put everything she had into being Touko's support, but was blind to the fact Touko was pushing herself way past the breaking point, or refused to see it, because it would have risked confrontation. Only Yuu had the guts to actively go against Touko to save her from herself.
Doesn't mean you can't still feel bad for her, of course.
