Ok Outa's reason makes a lot of sense actually. they both were there to console him when he was a crybaby but Tsuguri was the one who made him lock in and become his best self. He can't see himself as worthy of love When his "savior" doesn't get what he wants/should first. Taking from the guy he sees as making him who he became would make him feel awful.

Meanwhile Himawari i don't know. She never actually said she doesn't like Tsuguri. She does love Outa, but she s also been shown she will absolutely get mad if she thinks Outa hurt Tsuguri.
