You'd think it's pretty clear given displays like this, but it's heavily muddied for each of them.

As far as he's aware, she wants to prioritize her daughter. So she's not looking for a relationship. Plus whatever else she has going on that he's not privy to.

As for her, prior chapters heavily imply that she underestimates how much she means to him. We're given the impression he wasn't an especially attentive partner, and she's equal parts convinced of and resigned to the idea that he would never come out and say "I love you."

So they're both sending off signals for what they want, but said signals are scrambled because of what they believe the other wants and what they think they themselves want.
