Not directly. He said "What if I said I'm in love with you?". And she said "I think I'd say sorry". It's pretty much the same for both but technically the situation didn't happen.
In practice, he will just double down on his confession to Chia but I don't know if he's aware of her issues. Maybe she'll explain to him when he directly confronts her now. Being an alcoholic and stuck to him playing games after leaving home for a while should give a hint but he's still a kid.

It's not like it would have been any profoundly insightful advice, as expected from Shiran Kedo, but I'd say it was still the kind of advice Kento needed. He said he believes he was rejected, which means he's not sure. It's not exactly the kind of thing you can leave as unsure. So, he needs to make things clear. Of course there's always the case of someone not reading the atmosphere, picking the wrong moment, being too hasty, etc, which may lead to a rejection that didn't need to happen, but Shiran Kedo wouldn't know that, so it would be up to Kento to decide if that was the problem (it wasn't) or if he just wasn't direct enough with Chia.
